Simple answer is "no". You a/c is doing all it can, but it has a problem. It could be as simple as being dirty, as in a dirty filter or coil(s), or more likely, it's lost some freon, therefore not able to cool the air coming through the system. Also, with freon loss, it will loose the ability to lubricate itself, and get very hot and turn off until it cools down. Set it to the room temperature you want (72* is good), If it does`nt make it there is something wrong and turning the thermostat up or down won`t fix it.

For air conditioning yes. As long as your set temperature is between 76 and 80 degrees. This is also assuming that your equipment is working properly. It is definitely cheaper to keep a house cool than it is to pull a house down from a higher temperature.
