This question cannot be answered sensibly. A litre is a measure of volume, with dimensions [L3]. A kilogram is a measure of mass, with dimensions [M]. Basic dimensional analysis teaches that in most cases you cannot convert between measures with different dimensions without additional information. It requires only a little imagination to compare a litre of air and a litre of water and conclude that the first will have a much smaller mass than the second. There is no direct relationship between volume and mass.
