This is not a valid comparison; milligrams (mg) is a measure of weight or mass while milliliters (mL or ml) measure volume.
Milliliters can't be converted to mcg. Milliliters measure volume, while mcgs measure mass.

There is no exact measure for such things as a cup or a glass, but a cup full would be regarded as about 300ml. So your half cup would be about 150ml.
250 milliliter = 8.45350568 US fluid ounces
For a metric cup of 250 mL: 1 mL is 1/250 = 0,004 cup.

250 ml = 8.45350 fl.oz
assuming density of 1g/ml, a gram equals a ml. therefore 1,000,000micrograms in a gram. Answer is 3,000,000 micrograms in a ml

if water, 250 Mg = 250 megagrams (i'm not sure that's what you mean) 250 Mg (megagrams) = 250,000,000 ml 250 mg (milligram) = 0.25 ml 250 ug (micrograms) = 0.00025 ml
