An atom of chlorine has 17 electrons. From the Periodic Table, the atomic number for chlorine is 17 and so we know that an atom of chlorine has 17 protons. Since atoms are electrically neutral (if not they would be called an ion instead) it must have 17 electrons as well. Protons are positively charged; electrons, negatively. Both carry the same magnitude of charge.
