The only way that I know of to do it accurately is to have the drum standing upright on it's bottom. If you measure the height of the drum in inches and divide 55 by the height it will tell you how many gallons are in it. For instance: If the drum measures 36 inches high then you know that each inch is equal to 1.527 gallons. 55 divided by 36 equals 1.53. If the tape measure reads 5 and 3/4 inches then you would multiply 1.53 times 5.75 (5 3/4). There would be about 8.8 gallons left in the drum. The measurement of 36 inches was just a guess on my part. You will have to measure a drum for yourself. I would go out to the barn and measure one but it's raining and you are the one that wants to know. The standard 55 gal drums are 22.5 inches diameter and 33.5 inches high. I took 33.5 x 1.6417 = 55 gal So with a measurement of 5.75 inches x 1.6417 = 9.44 gals
