It depends on what you mean by BB guns. Remember there are also pellet guns to be considered. The average BB gun fires around 300 to 500 FPS (Feet per second) but some can attain a speed over 650 FPS. Pellet guns can reach the speed of 1,600 FPS. Airsoft guns are capable of speeds up to and above 600FPS but usually are around 200 to 400 FPS. If you got shot with a Airsoft gun traveling at 300 FPS at about 15 feet it would hurt but if it was a smaller BB traveling a 300 FPS it would hurt more because the BB is smaller and the energy is driving a smaller projectile.
