We'll also take the average of the two power estimates; so 1.7 MW per 1000 homes.
Based on these generous assumptions we can (very) roughly estimate that a city of 80,000 people in the U.S would have approx. 2.66*10^5 homes (based on the 3 people to a home assumption). Then we could estimate (again roughly), that the city would need around 45 MW of power per year.
CONCLUSION: Since these VERY ROUGH estimates are based on North American residential statistics, it is likely that 45 MW per year would be the city's absolute minimum power requirement.
