I assume you are asking about something possible, such as improving the use of this spectrum.
First, I would completely remove AM modulation. This takes up way to much bandwidth.
The second thing that I would do is remove the Television band. Cable and satellites do this job far better and with less demand on power and bandwidth.
The foolish bands, such as Citizens band would also go.
Power transmission for boats and aircraft would be increased.
The FCC would be removed and replaced with engineers that understand the issues and complexities of the issue. They would not report to lawyers and other "riff raff" that have no clue on the system.
The entire electromagnetic spectrum frequencies, from the lowest to the highest frequencies, are collectively called the electromagnetic spectrum.
The total of all electromagnetic waves is called the electromagnetic spectrum. The electromagnetic spectrum includes radio waves, microwaves, infrared radiation, visible light waves, ultraviolet radiation, x-rays, and gamma rays. Only visible light waves, which humans see as the band of colors from red to violet, are the portion of the spectrum visible to the human eye, although many other life forms are sensitive to infrared and possibly to other segments the spectrum.
Radio waves have the longest wavelength in the electromagnetic spectrum.
Radio waves have the lowest energy in the electromagnetic spectrum.
I think in the ultraviolet region of the electromagnetic spectrum.
That would be a spectrum or band.
what does an electromagnetic spectrum consist of
That would be sound waves, or the audio spectrum.

The visible spectrum is a tiny, almost negligible slice of the electromagnetic spectrum. 'Sonar' has no place in this discussion. It's not even electromagnetic.
The lowest frequency is effectively zero and this would be in the extremely low frequency (ELF) band in the sub-radio range of the electromagnetic spectrum.
The electromagnetic spectrum includes electromagnetic waves with a continuous flow of the wavelength.

Visible light is a small section in the electromagnetic spectrum.
Radio waves have the lowest energy in the electromagnetic spectrum.
I think in the ultraviolet region of the electromagnetic spectrum.
