Infrared wavelengths fall just below visible red light in the spectrum. Short wave infrared, the frequencies closest to visible red, have no known effect, although some are suspected in the area of vision and effects on the thymus, a gland just behind the forehead. Long-wave infrared is known as heat. Most of us know the effects from having stood out in the sun. Too much heat, and you're toast. That pretty much covers it.
Heat energy leaves the house due to convection, conduction, and radiation. Convection occurs when warm air rises and is replaced by cooler air, carrying heat energy out. Conduction transfers heat through direct contact with colder objects like windows and walls. Lastly, radiation allows heat energy to escape as infrared radiation through windows and gaps in insulation.

All electromagnetic waves technically have the ability to penetrate solids depending on the solid itself. However in a practical sense:- High energy electromagnetic particles can pass through solids such as X-rays (to some extent) and Gamma rays which can pass through several metres of lead reinforced concrete. Radio waves and microwaves can also pass through solids hence why we use these frequencies to communicate. Infra-red can permeate through house walls and such. Hence why infrared cameras are used by police. visible and ultraviolet will only pass through transparent substances or really thin solids. They are more likely to be absorbed or reflected than to pass through objects.

Infrared goggles are used when someone calls and reports the smell of smoke in the house. When they arrive and do not see any visible smoke, they will use the infrared gear to see through the walls to look for hot spots. Fire fighters now use infrared technology to find victims in smoke-filled spaces. The new equipment cannot be worn on the head because breathing apparatus will be in the way. These hand-held devices quickly and effectively detect people in spaces where there is limited visibility because of their sensitivity to differences in temperature. The equipment can also be used as described above.
The frequencies lengthen more toward the Infrared band producing heat. That is why it is hotter near a large window that does not have the low Infrared tech included. This is also why a green house is also called a hothouse.
