Milligrams is a mass unit and milliliters is a volume. That cannot be answered

unless you know the density of the liquid.

For instance 250mg of salt water would be a different amount of milliliters from

250mg of fresh water, as their densities differ.

You don't.

Gram is a measure for weight.

ml (milliliter) is a measure for volume.

If you have something with the specific density of 1, 250 ml might , however, weigh 250 grams.

Because 1 cubic metre of water weighs exactly 1 kilo. Therefore, 250 grams equals 250 ml.
