usually, yes. balloons are made of latex (conductor of electricity). a balloon is not commonly made of rubber(non-conductor of electricity). also, the paint of the balloon may or may not be a conductor of electricity, so the only true way to know is, * either find out the hard way or..... * do experiments and researgh to find out if the used molecules are conductors or not.

It depends on what the balloon is made of. Most ordinary balloons are made of rubber or plastic, which are poor conductors of electricity. However, some balloons have a metallic coating to make them shiny. Those balloons can be good enough conductors to cause serious problems with high-voltage power lines.

There are no gasses that are conductors, the molecules are simply too far apart to be considered a good conductor. Granted I am not an expert on the subject matter, but I am pretty confident about the response. I doubt the rubbery material of the balloon would be a conductor either, but if it was, the type of gas in it wouldn't affect its conductivity, just its likelyhood of exploding if a spark occured.

A balloon is an insulator of electricity as it cannot carry a charge and pass it on. Instead it builds up the charge (known as static) and as a result it sticks to the wall, or makes the hair on your head stand up.

A balloon is typically made from latex, which is an insulator. Seeing as most conductors are metal, you would be hard pressed to find a balloon that conducts electricity or heat well!
