No. Bullets travel from a few hundred feet per second up to several thousand feet per second, and lightening is much faster than that. According to various sources, lightening travels at either the speed of light, or about half of that, or about a third of that.
No, in fact nothing other than light itself in a vacuum travels at its fastest speed at 300000km/s. As it approaches in our atmosphere there are many factors that can slow it down but very slightly. Apply Einstein's theory, as an object gains more and more speed their mass will proportionally increase depending on the speed so by calculation it is practically impossible to travel faster than light.
In a recent experiment, neutrinos were found to have traveled faster than light. Nothing with mass can travel faster than something without mass without having infinite energy.
