Electricity is conducted when the body is dissociation of electrons. If the body cannot provide free electrons by itself it cannot conduct electricity.The dead body acts as an conductor for some time untill it itself dissociates free electrons, after all it acts as an insulator only.

yes a person can conduct electricity when they are dead. There are fluids in the body that will allow electricity to transfer through the body, but don't worry you wont feel it at that point.
