This depends upon the source of the steam. Geothermal steam is considered renewable, in that it comes from heat generated by the slow decay of long lived isotopes. These isotopes will eventually ALL decay, and earth's mantle heat dissipated, but not for billions of years. Meanwhile there is very little drawback to tapping geothermal steam for energy.

If the steam is generated by burning wood, charcoal, biodiesel, or biomass, these are considered renewable sources. If, on the other hand, the steam is generated by burning coal, the source is NOT renewable. Our coal and oil resources are finite in that they are not regenerated on time scales concordant with human life spans.
