"What goes up must come down" is not so much scientific but rather a generalization of any "lucky streak." A gambler winning at craps will eventually lose his money; the Stock Market cannot continue to go up forever but will have to crash; in other words, all good things must come to an end.
If you are, in fact, referring to the Law of Universal Gravitation, then it is a scientific law. The Newtonian and Einstein theories for gravity are the explanations of the "how" while the law simply states "what."
