"Displacement" means pushing the water away from space where the object wants to be.

If 16.5 mL of water is displaced, then the volume of the object must be 16.5 mL. At least

the volume of the part of it that's down in the water, like if it's floating.

If the object sinks and displaces that much water, then that is the volume of the object.If the object floats and displaces that much water, then that means it has a WEIGHT equal to the weight of that much water; the volume of the object, however, will be larger.
