Speed is a scalar quantity with out direction, velocity is a vector quantity with a direction, The magnitude of a velocity, |V| is its speed. So all velocities have a speed, including a speed of zero.

The difference between speed and velocity is, that speed is the rate of how much an object in motion can get to and how much distance it can cover. Velocity is the motion on how far an object will go and how far it will take to get there. Speed is the rate of the change of distance over time Speed equals distance over time. Velocity is the change of rate of displacement with time velocity equals rate over time. The more speed that a object time to reach a distance, the less time it will take, the less speed to reach a object then the more time it will take to get there. Displacement is measured in the shortest path so the Magnitude is always equal to or less than the distance. The average velocity averages the object speed as the object approaches zero. Velocity is the vector of a object and the speed is the rate of movement. Speed is referred to how fast a object can reach in a period of time while velocity is which the object will change in position, both speed and velocity are calculated in the same units. Speed and velocity are both measured in the same units(km/hr)kilometers per hour or (m/s)meters per second.
