A cubic metre of pure water at 3.98 °C and at standard atmospheric pressure weighs 1000 kg. However, at 0 °C, it weighs only 999.972 kilograms. So this must mean Kg weight is based on water right?

1 liter of pure water under standard conditions is supposed to be 1 kg of mass.

1 m3 = 1,000 liters = 1,000 kg of mass = 1 metric ton

1,000 m3 = 1,000 metric tons = 1,000,000 kg of mass

(On earth, that much standard water weighs about 2.2 million pounds.)
