Wet wood has traces of all sorts of materials in it that can ionize. The ions make the water conductive.

The same sort of thing does not usually happen with plastic, but it can if there are materials on it that can ionize in water. I have seen a person get a bad shock from a plastic mixing vessel because the vessel was covered with splashes of wet chemicals and an attached motor had an electrical fault and was not grounded properly.

what makes plastic and dry wood a good insulator is the lack of free electrons and the capability to produce free electrons at a finite temperature. Wet wood will contain water, which is normally impure (pure mean free of ions). It is the water that conducts electricity. Plastic does not soak up water at all.
