If he were to use energybending, then every time he takes someone's bending, there would be light radiating from both Amon and the effected bender. What I mean as in 'advanced form', he most likely closes the most vital energy gates to bending (according to where he places his hands, it's most likely in the cerebral area). Energy gates were first explained in the last Avatar series on the episode "The Guru". Guru Pathik gave a thorough explanation about energy gates and how they are blocked and opened. Since energy gates are just large, vital, chi pressure points, there just as vulnerable to chi blocking as all the other points in the body. Amon must of found the vital point to stop chi flow for a bender to bend. So he uses this knowledge to close the energy gates to stop bending. This means that there is a way to reopen the energy gates to return bending, but it would probably takes an advanced form of chi-releasing.

tutting is the general name used for any form of tutting either with hand, elbow, fingers, feet, knees, etc.....finger tutting is more specifically involving fingers and bending between the digits which is more intricate and require more control. however finger tutting is hard to see, hence its rarely used for big shows but it does look a lot better
