Alpha and beta are particles and are ionizing but they are not rays. Their velocity varies with the energy that they are ejected with from unstable atoms. Gamma rays, as well as x-rays and the entire range of the electromagnetic spectrum, have a constant velocity of the speed of light or they don't exist at all.
