Well, this question has many answers and it depends on who you're asking. For example I am 5' 9'' (about 180cm), I am thin and I have 34C's. I think that they don't look small, but they aren't huge. However, if I were slim and 5' 0'', they would look big on me in comparison to the rest of my body. In general, for any girl of average height and weight, I think A's are a bit small, B's and C's are average, D's are a little above average and anything more than that is large.
