Unbalanced forces in Physics means that the net sum of forces on a object is zero. For instance, if you stand still without moving then the force of gravity is equally and oppositely countered by your legs holding you up. But say when you jump out of an airplane, initially the force of gravity is much greater than the forces wind resistance would have on you. However, after some time, the friction created by your body against all the air you are passing through will become larger and you attain a constant velocity. But you are still falling. So the net sum of forces on you would be a non-zero number. You are in motion. This is related to Newtons laws that (A) objects in motion tend to stay in motion unless acted upon by another force and (B) all actions have equal and opposite reactions.
