Both those wavelengths are in the infrared range, but... I think the question itself got garbled somewhere along the way, because if it said ten-millionths instead of millionths, that would be 700 nm - 400 nm ... just about exactly the range of wavelengths for visible light. In contrast, 7 micrometers and 4 micrometers are more or less random wavelengths in the IR range (which goes from about 0.7 micrometers all the way up to 100 micrometers).
