This question cannot be answered sensibly. A litre is a measure of volume, with dimensions [L3]. A kilogram is a measure of mass, with dimensions [M]. The two measure different things and basic dimensional analysis teaches that you cannot convert between measures with different dimensions such as these without additional information.

As a simple mental exercise consider a litre of air and a litre of water. They will have very different masses.

There is no fixed formula to find it as you will need one more information to find the answer, density. 1 Litre = 1000 ml = 1000 cm3. Density is often stated in the form x g/cm3 where g can be any unit for mass (usually grams or kilograms in where i live) and cm3 can be any unit for volume (usually cm3 or m3). For example, the density of water is 1g/cm3. First you will need to convert the unit for volume into litres and mass into kg (1kg/1L). Then multiply 1250 and you will find that 1250L of water = 1250kg since it is 1250kg/1250L
