Foam is a better insulator because of all the air pockets it has.
Paper insulation is an alternative to the mainstream polymer based insulators which uses shredded recycled paper to insulate an object thermally.
In regards to housing insulation it is placed in a cavity wall with some sort of coating or packaging to keep it dry. The spaces between strips of paper are air pockets similar in theory to the air pockets in expanded polystyrene foam which help trap heat energy and the low thermal conductivity of the insulator prevents it from transfering through the insulation and being lost or gained.

However, it is better insulated than other materials such as a metal canteen, due the the heat capacities of the materials. Putting two paper cups to together acts as a decent insulator due to the air between the two cups. This is due the to air being a poor conductor of heat.

I assume you mean the water in the cup. Foam is a better insulator than glass, so it should be the water in the glass cup.

No, cotton is not a better insulator than aluminum foil and tissue paper. Aluminum foil is a good insulator as it reflects heat, while tissue paper acts as a thermal barrier. Cotton, on the other hand, is not as effective of an insulator because it does not have the same reflective or thermal barrier properties.
Plastic is an insulator. but most of the paper is not insulated, because the paper in general contains water, although the content is very low, but enough to pass current, but there also is a special insulation paper, that is on the special purpose. so in dry conditions, and the cup has no water, a plastic cup is a better insulator than a paper cup.
