Almost any solid, gas or liquid will conduct sound. Insulator of sound is not a proper term, and in the acoustic field, materials are divided into sound barriers, and sound absorbers.

A sound barrier is used to prevent sound from travelling from one area to another. It will usually be massive, and with the spring and mass properties as different from air as possible. Concrete is excellent, and gypsum wallboard is good.

A fairly ordinary sound barrier will reduce the sound transmission between spaces by 30dB or so, and a good one would reduce it by greater than 60dB.

[Between 1/000 and 1/000 000] Sound barriers should be without perforations.

A sound absorber is a material that will stop sound from reverberating round a space. [Reverberation is continuous reflection.] Porous fibrous material are good for this purpose. Materials such as fiberglass, cotton waste, open-cell foams are good. A sound absorber will be able to reduce the sound level in a space by 10dB and perhaps as much as 15dB. [1/10 to 1/30.]
