The easiest way to think of it is comparing walking on ice and walking on pavement. Ice has a smoother surface than pavement, for good reason; the ice has less friction due to that smooth surface, so you cannot 'grip' the ground with your foot/boot/shoe etc. However the pavement is designed to be bumpy, textured so that you can find purchase when walking, even if it is wet.
