To be more efficient! The flash bulb emits light in all directions, but you only use the light going in the forward direction, because the object you want to light up is in that direction. If there was no curved shiny surface behind the flash bulb all light that is emitted in a backward direction is absorbed by the camera, heating it up (quite a lot actually!), and going to waste. This is about half the light! The curved shiny surface acts as a mirror which reflects the backwards light back to the forward direction, thus more light is used in a useful manner. It is shiny because it needs to reflect light (mirrors are also shiny), and curved because it channels the light into a forward direction instead of simply reflecting it. You can actually see the same mechanism in car lights!
