We can basically think of relative motion as motion of one object compared to that of another object.

I'm pretty certain this would be the motion of one thing relative to another.
For instance, if you were in a train moving at 10 m/s and another train passes you moving at 12 m/s. To you it would look like the train passing you was only moving at 2 m/s, but if you were standing outside both trains, it would look like the train was indeed moving at 12 m/s.

So, the short answer to your question is it is motion that can change relative to the person's position. The train you saw was moving at 2 m/s relative to you, but at 12 m/s to the fellow outside.

All motion is relative. The question "is this object moving?" is in fact meaningless unless we specify "moving relative to what other object". Similarly, there is no such thing as "absolute rest": it's just as true to say that the road is moving at 50 km/h relative to your car as it is to say that your car is moving at 50 km/h relative to the road.
