The ability to keep the body stable whether still or moving is known as balance. Balance is controlled by the vestibular system in the inner ear, along with input from the eyes and sensory receptors in the muscles and joints. Poor balance can lead to falls and injuries.
INERTIA. This is not an 'ability', but rather a PROPERTY of Matter.- Newtons First Law, "inertia", the propety of matter defined by a still object's tendency to stay at rest, and a moving object's tendency to keep moving at the same velocity.
The word for not moving is "stationary."
All matter has energy, regardless of whether it is moving or at rest. This energy can be in the form of potential energy due to its position or kinetic energy due to its motion. Ultimately, all matter is made up of atoms and particles that contain energy.
The only thing that matters is the RELATIVE Velocity between the two Objects, not whether they are BOTH moving or not. If one is standing still and the other going 100 MPH, the result is the same as if both were going 50 MPH.
Water is always moving in some form, whether it be through the water cycle (evaporation, condensation, precipitation) or in bodies of water due to currents and tides. Even in a seemingly still body of water, there is usually some level of movement or circulation occurring.
That depends on whether the locomotive is moving or standing still, and if it's moving, then that depends on whether it's => moving toward you or => moving away from you.

When there is a moving violation, it is usually the police officers discretion whether to issue a citation.

It's still a mobile phone whether it's moving or not. It's the same concept as a flowerpot is still a flowerpot whether it's really containing a flower at the moment or not. And really, all phones are mobile because people still move the phone around even if it's on a cord.
For one thing, you're still alive when you wake up. Obviously you can't observe yourself when you sleep but if someone else were to, they'd see that you still have a pulse and are still breathing.
