Hertz (Hz) is a unit of measure for frequency, in cycles per second. Hence 'Hz' only exists in Alternating Current (A/C), it does not exist in Direct Current (D/C). You can have as highor as low voltage as you want (A/C volts), it all depends on how you establish the frequency. Example; standardized frequency for household electricity and standard consumer products (electrical) run on 60Hz. To change the frequency will require a fairly handy gadgeteer/tinkerer to build the required circuitry. Research "Frequency Changer" or possibly visit your local Radio Shack or Electronic Parts Outlet and ask if they have any "Frequency Changer" devices and/or components.
