I'm assuming you are talking about Xedilian in the SI expansion of TES: Oblivion. I have beaten the expansion story a couple times, and after the one instance of its usage, I have returned several times, but to no success. I believe it can only be used once. Maybe one day a Mod/Patch will change that (if one isn't already out there?).
