Newton has three different laws of motion. The first is the Law of Inertia, the second is the law regarding Mass, Force, and Acceleration, and the third is the law that states "for every action, there is an equal and opposite reaction." Newton's second law is the only one that comes with a formula. The formula is force equals mass times acceleration.
Newton's First Law of Motion states that a body at rest will remain at rest unless an outside force acts on it, and a body in motion at a constant velocity will remain in motion in a straight line unless acted upon by an outside force.

Thus acceleration is zero when there is no force and no acceleration means no change in velocity or velocity is constant at Equilibrium.
