The 'water' seen in a mirage is actually a reflection of the sky.

Just above the desert there is a layer of hot, less dense air- like what you can see above the road on a hot day. Light rays from the sky will hit the layer of less dense air and will be refracted up again.

The hot air layer is a bit like a mirror, as you are seeing what is actually light from above it (the sky) instead of what is actually there (desert).

Thus said, it is best understood with a diagram.
