If you are speaking of a triple-beam-balance, then the answer is simple. It is a way to measure mass instead of weight. In any given location in the universe, things will weigh slightly (or greatly) different amounts due to different gravitational pulls. But, things have the same mass no matter where they are. (unless they underwent fundamental changes getting there) The TBBs can measure mass by using ratios between two objects, the item being measured and the set of weights countering it. So, TBBs are preferred by most scientists for their dependability.

P.S. - Triple-beam-balances aren't traditionally called TBBs, I just made that up for convenience's sake
