You cannot "measure" the subjective loudness feeling in decibel with a "dB"-meter. You can measure the objective sound pressure with a "sound pressure meter" that shows the sound pressure in pascals or the sound pressure level SPL in dB or dBA.
The loudness of a sound depends on the amplitude of the sound wave. Amplitude determines the intensity of the sound, with greater amplitudes producing louder sounds.
An oscilloscope is the machine, but it measures frequency.... so sound waves are measured by frequency
A sound level meter measures the intensity of sound in decibels. It consists of a microphone to capture the sound and a display to show the measured levels.
An example of a sound that measures 55 decibels is a normal conversation at a close distance.
A sound that measures 55 dB is considered moderately loud, similar to a normal conversation or background music.

A sound that measures 55 dB is considered moderately loud, similar to a normal conversation or background music.
A sound that measures 55 decibels is considered moderately loud, similar to a quiet conversation or background music.
