It is either called non-renewable resources or depleting resources.

I believe many would get confused of the term non-renewable for the fact that fossil fuel did classified as non-renewable but actually it could renew at very slow rate. Itshould be called a depleting resource better. However, considering the renewing rate is extremely slow it is then just classified as another non-renewable.
