For an insulating material, the dielectric strength should be high to withstand high voltages without breaking down. Conversely, the dielectric loss should be low to minimize energy loss due to internal friction within the material when subjected to an electric field.

To visually determine if there is enough air flow across a duct mounted electric heater, you should tape a piece of cardboard to it. A small piece that can flutter in the flow of the air. If it moves wildly, there is enough air.
Your gas heater doesn't come on? Why's that? What kind of heater is it? Have you gone to the manufacturer's website, looked up the owner's manual and read he "troubleshooting" section? If you've done that and you still don't have heat, you should check the breaker, check the fuse mounted next to the heater, and then call a reputable HVAC contractor.
A fan interlock relay can be used to prevent the electric heater from being energized when the fan is not running. This relay will only allow power to the heater when the fan is operating, ensuring that the heater cannot operate independently.
Try looking under the dash just below the heater core box on the right hand side. The switch should be mounted below the heater case. I have a 91 Ford Explorer but the 91 - 94 Explorer's are the same.
If you are using water and not steam there should be a temperature controller mounted in the side of the boiler, that is where the start and stop point of the boiler is controlled.
You can gain access to the "blower motor" from the passenger side firewall under the hood. The fan unit itself should be mounted to that motor.

Much of the dashboard must be disassembled, particularly in the passenger's foot area. The heater core is located inside the air box, which is mounted to the inside of the firewall. This is a very difficult job for an inexperienced person, this should take a mechanic shop anywhere from 3-6 hours to complete.
