In that case, it would be less efficient. Hot water rises to the top, mixing the water (if the heating element is at the bottom). When it is at the top, the water won't mix as well, and more heat would be wasted.
If the heating element is near the top of an electric kettle, the water at the top will heat up faster than the water at the bottom. This can lead to uneven heating and potentially cause the top portion of the water to boil faster or even evaporate first.
The heating element is positioned close to the bottom of the electric kettle to ensure efficient transfer of heat to the water. Placing it near the bottom helps heat the water evenly and quickly, leading to faster boiling times. Additionally, it helps prevent damage to the kettle by keeping the element submerged in water at all times.
The hottest part of the oven is typically located at the top, near the heating element or flame.
convection. As the water near the heating element is heated, it becomes less dense and rises, creating a current that circulates the water throughout the aquarium, evenly distributing the heat.
An oven is typically hotter at the top because heat rises, creating a higher temperature near the top heating element.

When you put the switch on, the electricity goes thought the wires heating the melt prongs, which heats the kettle and the water. When you put the switch on, the electricity goes thought the wires heating the melt prongs, which heats the kettle and the water.
If the heating element was at the top and the kettle was not full, then you would not be able to heat water because the element would not be in the water. Thus the only place for the element is at the bottom. However, hot water is also less heavy than cold water, this means that heated water rises to the top and having the element at the bottom means that the water being heated is circulated and this is more efficient.
The heating element may not be defective. It may have too much designed resistance for the electricity to flow through it. Heating elements are resistive heating, that is it converts electrical energy (not entirely) to heat as heat is a form of energy. Energy is neither created or destroyed but converted from one form to another. Anyway, the heating element may be of a rating outside of the gauge of wiring you are using or the heating element may be defective. You can confirm this by finding the designed resistance rating of the element and then test the element with a multimeter on the "resistance" setting and see if the measured resistance is on or near the designed resistance of the element.

A normal Clothes dryer will heat at the exhaust from 165 to 175 max. Normally it will run from 130 degrees to 165 degrees. A temperature switch inside near the heating element controls the heat. There is a max temperature at the switch of 250 degrees, that will shut off the heating element.
behind the dashboard near the floor. turn on the fan and feel near the gas pedal for the air. Then just follow it to where it is coming from. This will be the heater box. Inside is what you look for.
The heating element is on the bottom in the back, if you pull the front base panel off, you can look back and see the element against the back of the dryer. You can undo two screws and pull the element out. "MAKE SURE TO UNPLUG THE DRYER FIRST SO YOU DO NOT GET SHOCKED" Jeremy
Kettles have an element at the bottom, which is heated up by the electric current connnected to it. As the current flows through the plug and the connection, the element becomes extremely hot and disperses the heat throughout the water, at this stage you see tiny bubbles rising from the element. After a minute or so, the water reaches boiling point, starts to agitate, and the steam comes out of the spout of the kettle. If you have a whistling kettle, this is when the steam is forced through a small hole, causing the whistling sound the kettle makes when the steam goes through it. Now you are ready to make that cup of tea.
