If the world didn't have any forces acting upon it, objects would not be able to move or interact with each other. Gravity, electromagnetism, and other fundamental forces are necessary for the functioning of the universe as we know it. Without forces, everything would be static and there would be no dynamic interactions between objects.
If the forces oppose each other then nothing will happen, if the forces are acting in the same direction then they would actually be one force, equal to the sum of the two forces, if the forces are oblique then more advanced vectors would come into play... the ones that i know well enough to use but not teach.
If there are no action-reaction forces, you would still be able to walk down the sidewalk because gravity is acting on you to keep you grounded. Your muscles would propel you forward by pushing against the ground. Movement is possible through internal forces generated within your body.
If no forces are applied to the rock, it would remain in a state of rest, potentially being subject to other natural forces like wind or erosion. Over time, it may undergo changes due to weathering and geological processes, but it would generally stay in place as long as no external forces act upon it.
If the uplift and gravity forces were the same on a hot air balloon, it would remain at a constant altitude. The balloon would neither ascend nor descend but would instead float in a stable position in the atmosphere.
