All atoms are vibrating all the time. As you heat a substance, the vibration gets faster. So they are jiggling faster. The faster they vibrate (jiggle) the more they are pushing away from each other. Eventually (at 0 degrees C) they are vibrating fast enough to push away from each other. In the case of ice, it is molecules of water which push away from each other, this is a change of state from solid (ice) to liquid (water).
