Edison was offering short (8 bulb) strings of colored lights for "celebrations" (Christmas was the obvious target) before the turn of the 20th century. They were horrendously expensive - the equivalent, in the dollars of that time, of about $350 for an 8 light set. Christmas tree lights today are one of the cheapest expenses in decorating for Christmas - but that didn't happen until after World War II.
