The reverse can happen if a large generating set trips out, then the other turbines in the system will increase output to restore the frequency and total power output. The bottom line is that the power grid, the large system of electric generation and distribution facilities, doesn't really have a means to store energy. A more thorough knowledge of the power grid is necessary to understand the situation. As stated, supply is "cranked up" to meet demand and then "cut back" as it drops.
