I am one of the rare people who can move eyes in different directions. I can keep 1eye still but then make the other eye move around. I was born with this ability and so that makes impossible to teach it to someone. People r just born with the ability.

If I had to tell someone how to do it, I would say:

First cross your eyes.

Then move both eyes to the right or left.

Then move the one eye on the opposite side of the way u moved ur eyes all the way to that direction so that the other eye can keep moving.

The eye that can keep moving, try moving it up and down.
