Electricity had been known about for many years, in experimentation and as a novelty.

The first Public electrical supply for use in lighting, was first made available in Great Britain. 1881 in the town of Godalming, in Surrey, England. Powered by a water wheel driving a Siemens generator.

The first private electrical supply was in 1770, Cragside, Cartington, Northumberland, England. Again powered by a Siemens generator, driven by a water turbine. Adding more batteries increases the voltage supplied to the light, which results in more electrical energy being available for the light to emit. This increased energy allows the light to shine brighter as it consumes more power from the additional batteries.

Is there an electrical generator that will put out more power than it consumes so as to create a self sustaining reaction with some to spare?

Energy is constant, it cannot be created or destroyed; it simply changes form. Therfore, this electrical generator is impossible. The best efficency is approx. 30%. The other 70% of theenergy comes out as usless vibration, sound or light. The generator mentioned in the question would gain energy from nowhere, in other words, it's science fiction.
