While some specialized lamps have gasses introduced into the bulb, your average incandescent lamp has actually simply had all the air removed from it. Hence the (usually) round shape, which best resists the outer pressure on the inner vacuum, and the "pop" when it breaks is actually a small implosion.

I don't know what a "tubelight" is specifically. Some lighting tubes are fluorescent, and generally contain Mercury vapor along with phosphors to turn the mainly UV light emitted by ionized mercury vapor into visible light. Others may have neon or some other ionizable gas that directly emits photons at visible wavelengths.

The gas in tubelight is Neon gas and to some extent Freon. Some amount of mercury is also added to it.
