There probably won't be a consensus, but many scientists would agree that Sir Issac Newton was the first person to "do things" that a physicist does. You might argue it was Galileo, or Archimedes, or any one of several possible Asian or Middle Eastern scientists from hundreds of years ago, but the latter tended to be burned alive by fanatical Islamists before they could really get going, so it's hard to say that a non-Western scientist was the first physicist.
