if you mean in terms of humans then the younger the person the higher pitched noises they can hear.

when air vibrates (sound) enters the ear it only travels so far up the cochlea where sound receptors are located. the deeper the sound the further into the ear it travels.

over time these, nearer to the outside, sound receptors (they're kind of like little hairs) in the ear ware away meaning that higher pitches cannot be heard. This is because even though deeper sounds travel further into the ear they still brush the nearer receptors so these ware first.

Is pitch the impression of how a person hears?

Pitch is actually the perceived frequency of sound waves. It refers to how high or low a sound is, and it is directly related to the frequency of the sound waves. While it does affect how we hear and interpret sound, it is not the same as the impression of how a person hears in general.
