No one person developed the Quantum Theory. It was mostly the work of Max Planck, who was the originator of the Quantum Theory, and Werner Heisenberg, who came up with the Uncertainty Principle. There were others who helped to, like Niels Bohr, Erwin Schrodinger, Wolfgang Pauli, and Max Born.

That follows, more or less, from Einstein's Special Theory of Relativity. However, I am not sure whether it was Einstein himself who thought about converting it back and forth.

Actually, there is no real conversion between energy and matter. Energy has mass; mass has energy.
